Job Responsibilities
- Provide guidance to management and contracting personnel on matters related to contracting policies and procedures.
- Conduct contract reviews or assess contract changes within predefined categories based on criteria such as dollar value, acquisition method, and other relevant factors.
- Evaluate the suitability of contract types, pricing provisions, source selection, acquisition methods, determinations and findings, documentation completeness, clarity of contract terms, proper allocation of funds, and the necessity for issuing unpriced contractual documents.
- Develop instructional materials for contracting personnel and conduct training sessions to enhance acquisition practices.

Procurement Analyst Qualification Requirements
- Basic Educational Requirement for the 1102 occupation:
- A Bachelor’s degree (or higher) from an accredited educational institution.
OR
Exemption: You are exempt from the education requirements if you meet one of the following criteria: (A) You are a current DoD employee, in any occupational series, who served on or before September 30, 2000, as follows:
- Served in a GS/equivalent-1102 position or contracting officer role with authority to award or administer contracts above the SAT in any Federal agency.
- Served as a military member in a comparable military occupational specialty. (B) You are a current member of the armed forces who occupied a position within an occupational specialty similar to the GS-1102 series on or before September 30, 2000.
- Specialized Experience: You must have one year of specialized experience, which includes working with contracting and resource management systems, pre and post-award contracting functions, and various acquisition methods. This experience should encompass planning, market research, oversight, participation in source selection processes, cost/price analysis, negotiations, contract document preparation, and contract administration and closeout. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-11).
- Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-11).
Education
- FOREIGN EDUCATION: If you completed your education at foreign colleges or universities to meet the qualification requirements, you must demonstrate that your education credentials have been evaluated by a private organization specializing in interpreting foreign education programs and that such education is equivalent to that obtained in an accredited U.S. education program. Alternatively, full credit must have been given for the courses at a U.S. accredited college or university.
